Johnson Power Trim Leaking at Manual Release Valve
If the unit won't go all the way up by itself, you need to loosen the manual release valve a couple of turns and raise the motor by hand. It's easier if you grab the gearcase near the prop and lift. Then you tighten the release valve and add fluid till it's even with the bottom of the fill hole.

My guess is you have a 1993 or newer OMC/ Evinrude, Johnson, engine? I have had the same issue on both of my 1996 T/T Evinrude systems and my guess is you will have to remove the entire T/T system from the engine ("FasTrack" is the name of this T/T system for the record) to remove the manual release valve.
